The Italian Presidency

In June 2009, during the Plenary Session the Italian delegation assumed the Presidency of the Network. The Italian Presidency is held by the Authority for the Supervision of Public Contracts in cooperation with the Department of European Union Policies (Presidency of the Council of Ministers).

According to the Rules of Operation approved during the aforementioned meeting, until the 1st of July 2011, the Presidency will be held on a voluntary basis. After that date, the Presidency will rotate between the full members and last for one year. The rotation of the Presidency of PPN follows the order set out for the Presidency of the European Union beginning with the country that held the EU-Presidency in the second half of 2009.

In particular, the Presidency:

  • is responsible for the organization of at least one Plenary meeting of the PPN;
  • manages the network, assisted by an Advisory Group, now composed of: Portugal, Italy, Sweden and United Kingdom (until 2011);
  • works in close cooperation with the PPN Task Force, set up in 2007, during the Lisbon Plenary Session and is composed of: Austria, Denmark, France, Germany, Italy, Portugal, Poland, the Netherlands, Sweden, United Kingdom, European Commission;
  • at the invitation of the chairman of the Advisory Committee on Public Contracts, (ACPC) informs on ongoing and future PPN activities.

The Presidency Program

Recently, the PPN objectives have changed with regard to the development of the EU legislative framework on public procurement.

Consequently, the Italian Presidency programme is focused on strengthening the cooperation on exchange of information, best practices and benchmarking, operating in close collaboration with the European Commission (Advisory Committee on Public Contracts), with the aim of playing a complementary role beside it.

In particular the Presidency:

a) promotes periodical meetings of the PPN Task Force;

b) promotes meetings on specific themes of common interest;

c) is committed on a comparative survey on the transposition of the Remedies Directive (2007/66):

d) is committed to a comparative survey on the Procurement System in each PPN Country;

e) has promoted a comparative survey on SBA - Commitment of French delegation;

f) has promoted a comparative survey on art. 45 of EU Directive 2004/18 - Commitment of UK delegation;

g) is committed to a comparative survey on the transposition of the Defence and Security Directive (2009/81);

h) promotes the benchmarking on the implementation of specific EU Public procurement rules.

Considering the important role of new information and communication technologies, the Presidency has built the new official web site that you are now reading.

The web site, which has been completely restyled, has an useful electronic communication platform in order to share documents and information between EU Member States and updated contents.
